Emergency Lighting Regulations UK: BS 5266 Requirements for Commercial Buildings

Emergency lighting is a legal requirement in virtually every commercial building in the UK. The Regulatory Reform (Fire Safety) Order 2005 places the obligation on the Responsible Person (building owner or occupier). Failure to comply risks prosecution, unlimited fines, and in the worst case, loss of life. Getting emergency lighting right is non-negotiable.

The Legal Framework

BS 5266-1 is the British Standard for emergency lighting. It defines minimum requirements for system design, installation, and maintenance. EN 1838 specifies the photometric requirements (how much light, where). Together they form the complete compliance picture. The local fire authority enforces compliance through inspection.

Where Emergency Lighting is Required

Every escape route in a building that relies on artificial light for safe passage. Every open area larger than 60 square metres. Every room with an occupancy above 60 persons. Every staircase and change of direction. Every intersection of corridors. Every fire fighting equipment location. Every fire alarm call point location. Every exit door. Every change of floor level. Every toilet and washroom above 8 square metres. Every lift car.

Illuminance Requirements

Escape routes require 1 lux minimum on the centre line of the route. This must be achieved within 5 seconds of mains failure. After 60 seconds, 50% of the path width must achieve 0.5 lux minimum. Open areas (anti-panic illumination) require 0.5 lux across the core area (excluding a 0.5m border strip). High-risk task areas require the appropriate maintained illuminance as defined in the risk assessment.

Duration Requirements

The standard minimum duration is 3 hours for buildings where immediate evacuation and no re-entry is the procedure. 1-hour systems are acceptable only where the building can be evacuated quickly and will not be re-occupied until mains power is restored. Most commercial installations specify 3-hour emergency as standard.

System Types

Self-contained systems integrate the battery within each luminaire. Simple to install, no central battery room required, and each fitting operates independently. Failure of one unit does not affect others. This is the most common approach for commercial buildings.

Central battery systems use a large battery bank in a dedicated room, feeding emergency circuits throughout the building. Used in large complex buildings where central monitoring and maintenance efficiency justify the additional infrastructure cost. Central systems require fire-rated cabling to all luminaires.

Maintained vs Non-Maintained

Maintained emergency fittings operate continuously, serving as both the normal lighting and the emergency provision. When mains fails, the battery takes over seamlessly. Required in places of entertainment, assembly areas, and anywhere that sudden darkness could cause panic.

Non-maintained fittings only illuminate during mains failure. They sit dormant during normal operation. Cost-effective for escape routes and exit signs where normal ambient light provides adequate illumination during occupied hours.

Testing and Maintenance

BS 5266-1 mandates regular testing. Monthly functional tests: operate each fitting on battery for long enough to confirm the lamp illuminates (typically one-third of rated duration). Annual full-duration tests: run the system for its full rated duration (3 hours) and verify illuminance is maintained throughout. All tests must be recorded in a log book available for inspection.

Self-test drivers automate monthly and annual testing, recording results electronically and flagging failures. This reduces manual labour dramatically and ensures compliance evidence is always current. Design Spacing

Emergency luminaires must be positioned to achieve minimum illuminance uniformity. The ratio of maximum to minimum illuminance on an escape route should not exceed 40:1. Fittings are always placed at exit doors, intersections, changes of direction, changes of level, and at fire equipment. Between these mandatory positions, additional fittings are spaced to maintain the required 1 lux minimum.

Exit Signs

Exit signs must comply with BS ISO 7010 (the running man pictogram). They must be visible from 30 metres viewing distance for standard sizes. Internally illuminated signs must achieve required luminance both on mains and on battery. Viewing distance, mounting height, and potential obstructions determine sign size and placement.
